KMA's master plan for the complex called for the development of an approximately 1,411,100 sf shopping and factory outlet center; a 20-acre retail free-trade zone with General Services Administration facilities; specialty retail; a hotel; an office tower to accommodate a World Trade Center; and a multimodal transportation center for buses, jitneys, taxis, and a possible extension of the San Diego Trolley.

The master plan proposed to move the pedestrian border crossing from its existing location west to the new complex and to construct a new pedestrian bridge over the Tijuana River. Because this is a bi-national project, coordination with foreign entities in required for planning and design.
