KMA’s master plan for the complex called for the development of approximately 1,411,100 sf shopping and factory outlet center; a 20-acre retail free trade zone with General Services Administration facilities; specialty retail; a hotel; an office tower to accommodate a World Trade Center; and a multi-modal transportation center for buses, jitneys, taxis and a possible extension of the San Diego Trolley.
